Staff Mechanical Engineer - Projects

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Follows all safety rules and guidelines as established by the Refinery
- Provides technical expertise for development, design, execution, and close out of capital, expense and maintenance projects in a safe, profitable, timely and efficient manner.
- Manages multiple projects simultaneously within a managed budget and execution schedule.
- Provides mechanical engineering support to a assigned refinery area during unit turnarounds.
- Is the project team leader and project administrator/coordinator.
- Establishes project resources requirements with management concurrence.
- Prepares/submits “Authorization for Expenditures” (AFE’s) packages for capital and expense projects per process design.
- Builds design packages and initiates detail design effort.
- Ensures that the project engineer responsibilities to Management of Change are completed in a timely manner.
- Oversees and coordinates contract personnel for engineering, design and installation of capital, expense and maintenance projects.
- Ensures engineering conforms to project scope of work.
- Responsible for scope, cost, and schedule control; and business owner /project interface.
- Understands cost and schedule impact of engineering and construction strategy.
- Performs cost tracking and status reporting for assigned projects.
- Prepares mechanical specifications, prepares bid packages, reviews bids, prepares technical bid evaluations for equipment purchases.
- Procures materials and equipment for a timely and efficient execution of projects.
- Determines inspection requirements for equipment purchases with unit inspector and align 3rd party resources for shop inspections.
- Prepares construction work packages.
- Organizes and actively participates in constructability and operability of field walks.
- Initiates and obtains concurrence with contracting and construction strategy.
- Understands the differences and risks associated with lump sum and time and material.
- Leads preparation in construction punchlist, commissioning/turnover planning.
- Ensures completeness of final project deliverables including proper notification to close out the financial system when all projects invoices had been paid.

A Bachelor of Science degree or higher degree in engineering is required.
- Requires 8 years experience in engineering and project management, with at least 3 years exposure in a refinery/petrochemical-operating environment.

Established supervisory and coordination skills are preferred.

Supervisory skills are preferred, with the ability to communicate and interact with other disciplines, since Engineering is a service to the line departments.

Proficient project coordination and management skill is a must.

Experience is the primary teacher; however some additional technical training and short courses are helpful.

Proficiency in SAP, Excel Spreadsheets, Visio, MS Project desirable.
Position level and salary will be commensurate with qualifications and experience.

About the Benicia Refinery
Valero acquired the Benicia Refinery in 2000. Built as a grass-roots project in 1968, this plant has undergone significant modifications and upgrades to become what it is today one of the most complex refineries in the United States. Approximately 70 percent of the refinery’s product slate is CARB gasoline, California’s clean-burning fuel. The refinery also has significant asphalt production capabilities and produces 25 percent of the asphalt supply in northern California. Currently, the refinery processes domestic crude from the San Joaquin Valley in California and the Alaska North Slope, along with foreign sour crudes.
