Lead Measurement Compliance Specialist

Routinely reviews measurement procedures, calibration procedures, ticketing procedures and integrity related procedures of all existing Valero refinery fence-line measurements, both liquid and gas. Works closely with Measurement Engineer, Refinery Operations, Loss Control and Third Party Terminals to address deficiencies in procedures or training. Prepares and conducts necessary training of site measurement, calibration and witness personnel.
Major Accountabilities:

Identifies and corrects procedural deficiencies allowing bias, by-pass, or tampering of a refinery fence line measurement.
- Performs regular site visits to evaluate and report on measurement and calibration personnel performance of existing measurement facilities at Valero and 3rd Party sites.
- Locates connections which allow a diversion of measured products and assesses the mitigating controls and procedures.
- Documents site specific measurement, calibration, witnessing and integrity related procedures.
- Reports unmitigated risks with recommended corrections to the Measurement Engineers.
- Confirms the internal set-up and programming of computational meters, flow computers and sampler controllers.
- Validates all forms of meter ticket and proving calculations.
- Supports Gain(Loss) investigations, dynamic and static measurement questions from various Valero locations.

High School diploma or GED required.

Minimum of 8 years experience in the operation and calibration of flow measurement equipment and instrumentation.

Experience with meter proving/calibration, equipment maintenance, flow computer and meter programming, BS&W and Density determinations.

Technical knowledge and training in all forms of metering systems, meter provers, and sampling equipment.

Associate's degree in a technical field preferred.

Experience using Microsoft Office programs (i.e., Word and Excel).
Position level & salary will be commensurate with qualifications and experience.
