Description
The position will oversee programming related to integration of HIV prevention and care services, including, but not limited to the following programs: outreach, linkage to and retention in care, and early intervention services.
- Developing and implementing program plans, objectives, standards and procedures for use by staff and delegate agencies in providing programs and services to clients
- Supervising staff in the delivery of services to clients
- Assisting in development of request for proposals and selection of service providers for HIV Prevention and Care programs
- Performing program monitoring of delegate agencies to ensure compliance with program standards
- Providing technical assistance to delegate agencies
- Assisting with applications to funders
- Evaluating effectiveness of programs and developing reports on program progress
- Participating in community planning efforts related to integrated HIV prevention and care services
- Researching and developing reports on best practices in outreach, linkage to HIV care, retention in HIV care, and early intervention services.
Performs related duties as required.
THIS POSITION IS IN THE CAREER SERVICE
Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Health Administration, or a directly related field, plus three years of experience in the administration of public health programs; or an equivalent combination of education, training and experience

Selection Criteria
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
Preference will be given to candidates possessing the following:
· Highest level of education successfully completed
· Previous experience organizing, planning, and monitoring delegate agencies
· Previous experience in working in the area of STD/HIV providing community based support services such as: prevention, care and housing
· Previous experience using software applications for data collection, quality management, and monitoring
· Previous experience in writing grant proposals and reports
· Proficiency with MS Excel and Word
· Previous experience monitoring public health programs for grant and fiscal compliance
