Assistant Administrator, Finance And CFO, MHLB/STCH

Provides financial leadership and direction for Memorial Hospital Los Banos, Sutter Tracy Community Hospital and Tracy Hospital Foundation. Develops, coordinates and monitors financial analysis support to primary customers, including review of financial and operational performance. Maintains cost effectiveness while providing long term financial viability of the organization. Completes special projects related to financial development of assigned areas of responsibilities. Maintains effective employee and administrative staff relations. Oversees the financial decision support function for the Central Valley Region.
The incumbent reports directly to the Regional Vice President – Finance, as do the Memorial Medical Center/Memorial Hospital Foundation AA Finance & CFO, SGMF Executive Director of Finance and Regional Director of Patient Financial Services. Reporting to this position are Senior Financial Analysts, Financial Analysts and Reimbursement Specialist.
PRINCIPAL ACCOUNTABILITIES:
I. The AA Finance & CFO serves as the senior financial executive for Memorial Hospital Los Banos, Sutter Tracy Community Hospital and Tracy Hospital Foundation.
- Through direct interaction with CEO’s of MHLB and STCH, ensures that MHLB,STCH and THF receive appropriate financial management support
- Actively participates in MHLB and STCH management team meetings.
- Advises MHLB and STCH CEO’s and senior management teams regarding financial issues affecting MHLB, STCH and THF.
- Proactively identifies economic trends, regulatory changes or changes in the MHLB and STCH market environment; recommends strategies to facilitate achievement of financial goals.
- Proactively identifies opportunities to increase market share, increase revenue and reduce cost.
- Assists MHLB and STCH executives by providing financial data or analysis on change objectives, productivity improvements, new venture analyses, business enhancements or special projects with financial implications.
- Provides comprehensive financial analyses to support decision making.
- Develops, monitors and recommends financial targets for MHLB, STCH and THF.
- Ensures completion of financial reporting and analyses required by MHLB, STCH and THF.
- Distributes financial information to appropriate audiences; interprets and communicates financial information.
- Oversees development of MHLB, STCH and THF operating and capital budgets.
- Provides input into the planning process for managed care contracting regarding pragmatic aspects of the delivery system, including timely involvement and cooperation in determining realistic reimbursement and operations targets.
- Provides financial reports at Board, Board Committee and management team meetings.
II. Directs Financial Decision Support functions for the Central Valley Region.
- Ensures timely support of annual budget process for the Central Valley Region.
- Implements and maintains cost accounting system for Central Valley hospitals.
- Provides infrastructure to support financial analysis required by Central Valley Region entities.
- Establishes procedures to help ensure access to and appropriate use of ecision support resources by entities within the Central Valley Region.
- Establishes accountability and tracking mechanisms to ensure that financial analysis projects are completed timely and with appropriate review.
- Ensures production of routine reporting to assist operating managers with budget accountability and labor productivity management.
- Completes accurate and timely analyses in support of monthly financial statement preparation process, including valuation of accounts receivable, estimation of government program settlements and calculation of IBNR liabilities for self-insured health plans and capitated plans.
- Ensures timely and accurate preparation of Medicare cost reports, Medi-Cal cost reports and OSHPD Annual Disclosure Reports for CVR hospitals.
- Ensure timely submission of data to support Action O-I reporting, and assist management in interpretation and use of these reports.
- Provides financial data and analytical support to Central Valley Region Executives, including the Chief Medical Officer, VP Strategy and Business Development and VP-Finance, to Central Valley Region entity CFO’s/Directors of Finance and to department managers.
Education:
A Master’s degree in Finance or Accounting or the equivalent combination of education and experience is required; CPA preferred.
Experience:
A minimum of five years health care financial management experience, including multi-entity, managed care and an integrated health care delivery environment is required. Experience in providing analytic support and maintaining cost-effective and long-term financial viability of health care operations. Prior experience in demonstrating effective communication skills and interpersonal relation skills is required, as are experience developing and managing staff in the current competitive health care environment.
Knowledge:
Must have a thorough knowledge of a multi-entity integrated health care delivery system. Extensive knowledge of the dynamics of health care financial relationships, to include physicians/facilities in a tax-exempt environment; managed care environment, including capitation; private inurement laws; anti-trust laws; Medicare fraud and abuse laws. Must have an in-depth working knowledge of health care departments emphasizing an understanding of finance, planning, physician relations, and a strong working knowledge of patient care and human resources.
