Description
ConocoPhillips Canada (CPC) is currently looking for a PJHA Coordinator for our Surmont project. Reporting to the Chief Steam Engineer the successful candidate will be responsible for providing assistance and guidance in the completion of CPC’s Work Permitting/PJHA process & continuous operations of the S1 Plant & Field Units.
The PJHA Coordinator will analyze specifications and control continuous operation of Plant Units and auxiliary equipment with respect to the Permit/PJHA process.

Responsibilities
- Support and comply with the policies, goals, efforts, and programs of CPCs Health, Safety and Environmental (HSE) Management System. Ensure HSE issues are given primary consideration in all activities undertaken within area of responsibility. Unsafe acts and/or conditions, no matter in what area of responsibility, are to be reported so corrective actions can be taken
- Has a good understanding of all areas of Surmont Work Site including Well Pads and all Plant Units including simultaneous activities.
- Fully understands the Surmont Plant safety systems including shutdown devices and systems.
- Is able to demonstrate a thorough understanding of the content and execution of the Lock-Out/Tag-Out (LOTO) policy.
- Understands and is able to respond to all aspects of the Emergency Response Plan and has a full understanding of his/her role when managing an emergency
- Is able to clearly communicate all aspects of Surmont’s operation to both fellow employees and contractors.
- Liaises with all departments in relation to the day-to-day work schedule and is able to both recognize and broadcast/inform of simultaneous work operations.
- Can clearly interpret and communicate hazardous work situations and direct relevant safety mitigation.
- Can converse with employees and contract staff on all issues relating to the application of CPC Standards and work policies.
- Has a detailed knowledge and understanding of all SOP/COP/EOP as outlined on the Permit/PJHA (HSE-FRM-2105)
- Understands the Permit to Work Procedure
- Has a detailed knowledge of the Ground Disturbance procedure including necessary reports (Crossing Inspection, Detailed Crossing Checklist, Safety Review)
- Understands the required preparation and execution of Confined Space Entry and the required checklists and Rescue Planning Form.
- Fully understands the hazards of tank inspection and what precautions are necessary and relevant for the Permit/PJHA.
- Can demonstrate full understanding of line isolation and blinding and is able to read and interpret P&ID’s to ensure isolation is correct.
- Is fully conversant in all areas of flange management and can relate the restrictions of hot-torqueing & hot-bolting
- Provides detailed and comprehensive reports, including KPI’s on the effectives of the process including Process Audits
- Adheres to standard operating procedures and special instructions as required
- Reports regulatory/environmental issues (i.e. spills) to Chief Steam Engineer and ensures appropriate corporate support has been notified
Basic Qualifications
- Minimum 4th Class or Tech Diploma
- Minimum 5 years in Oil & Gas preferably SAGD/Heavy Oil, with previous Work Permitting or PJHA experience
- Keen eye for detail and the ability to process large amounts of data at a time
- Legally authorized to work in Canada on a regular full-time basis without restrictions
