This position is contained within the Programming Section in the Division of Project Development’s Planning and Programming Unit. The position is responsible for the coordination, management, and oversight of the City’s Federal Transit Authority (FTA) funded capital program. This position is also responsible for the coordination, management, and oversight of the City’s State of Illinois Department of Commerce and Economic Opportunity (DCEO) funded capital program and for researching, identifying, applying for, and managing new grant funding opportunities for Department programs and capital projects.
ESSENTIAL DUTIES:
- Researching and identifying projects eligible for FTA grant funding
- Coordinating cooperative work across multiple City departments in order to prepare FTA grant applications through the FTA’s specialized TEAM grant application and reporting system
- Serving as the City’s liaison and main point-of-contact to the FTA
- Coordinating, preparing, and submitting required project quarterly reports to the FTA
- Maintaining up-to-date knowledge of the FTA’s and federal government’s requirements and regulations for agencies receiving funding
- Overseeing the preparation of numerous reports required by the FTA including the City’s Annual Certifications and Assurances, semi-annual DBE report, Title IV Report, National Transit Database Monthly Reports, etc
- Leading the City’s preparation, participation, and response to the FTA’s Triennial Review
- Serving as the Department’s liaison and main point of contact to DCEO
- Managing the preparation and submission of grant applications including development of the scope of work for each grant
- Directing the review and approval of project grant agreements
- Coordinating the preparation, approval, and submission of quarterly reports for all active projects with DCEO funding
- Overseeing and coordinating project close-out reports
- Determining actual and estimated grant funds received in the current and following years
- Preparing the necessary reports, documentation, and justifications required by the Office of Budget and Management (OBM) as part of the preparation of the Annual Appropriations Ordinance (925 Ordinance)
- Coordinating amendments to the 925 Ordinance as needed due to changes in anticipated and actual grant awards
- Attending City Council Budget Committee meetings as needed in order to address and answer any questions that may arise related to CDOT projects included in the 925 Ordinance
- Developing a comprehensive grant reporting and tracking system for all managed grant programs (i.e., FTA, DCEO, etc) and integrating it with Department’s existing tracking system for FHWA and IDOT funded projects

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE
Graduation from an accredited college or university with a Master’s degree in Urban Planning, Transportation Planning, Environmental Planning or a directly related field, plus five years of work experience in the development and management of major planning or research studies, including two years in a supervisory experience related to the responsibilities of the position, or an equivalent combination of education, training and experience provided that the minimum degree requirement is met

Selection Requirement:
This position requires applicants to complete an interview which will include a written exercise as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
Preference will be given to candidates possessing the following:
- Previous experience in capital programming
- Previous grant management experience
- Previous experience with FTA grants

Eligible candidates must have at least six months of active duty documented. Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.
