Overview
The Maintenance Program Managers are the on-site business and technical managers at each facility. The on-site Program Managers are responsible for daily implementation of Quality, Cost, Input and Delivery of the aircraft going in for Heavy Maintenance and Modifications.  They are responsible for supporting the Contracted Suppliers in detecting and identifying defects, and providing timely corrective actions, in accordance with the United Airlines Continuous Airworthiness Maintenance Program. Responsible for the conditions set forth in the contract and reconciliation of all costs associated with the events. Responsible for the overall Airworthiness of the aircraft and Re-Delivery of aircraft to the flight schedule.
Responsibilities
  • Manages vendor contractual obligations.
  • Assumes responsibility of aircraft and components while under their custody and control.
  • Provides production guidance on repair decisions, troubleshooting, and workflow practices.
  • Assist and guide vendor in repair vs. replacement decisions.
  • Monitor/Support United Airlines and vendor supplied components.
  • Chair Vendor daily status meeting and provide status details to UAL Senior Leadership on daily conference calls.
  • Provide technical subject matter expertise as required. Issue Maintenance release information on aircraft for test flights and after maintenance visit completion.
  • Coordinate all test flight activity with the flight test group for all required maintenance visits.
  • Safe guards company assets at the vendor site (aircraft, materials, equipment, tooling and manuals).
  • Assist the vendor in identifying Continuous Improvement areas.
  • Attend pre-induction meetings to ensure that any issues effecting the planned work-scope and or materials are identified and resolved in a timely matter.
  • Review the assigned work package for all jobs and pre-draw material requirements, prior to aircraft induction.
  • Assists the vendor in identifying areas of critical path and planned milestones.
  • Assists the accomplishment of the Initial Station Start-up Checklist for newly contracted Vendor facilities.
  • Ensures the Vendor has on hand all forms required to be used during the check, such as Hanger Non-Routines, etc.
  • Ensure electronic access to all required manuals.
  • Reviews aircraft history to identify any open or chronic issues that could affect the planned workload.
  • Follow up with any open pre induction issues and ensure all are resolved before aircraft induction.  
  • Conduct cabin audit inspections prior to release to service.
  • Assist Fleet and Liaison engineering in obtaining repair data and high level project support.
  • Perform visual inspection of aircraft upon arrival with Vendor and Quality Control.
  • Induct aircraft into check and provide the Estimated Time Release (ETR).
  • Review aircraft log and history for all open items then add these items to the work package.
  • Observe the Vendor during all engine runs Pre or Post check.
  • Manage the coordination and implementation of all agreements as per the contract.
  • Upon completion of the Initial Inspection, obtain the ETR from the Vendor.
  • Conduct surveillance of work in progress to ensure that all the maintenance is being performed in accordance with the Maintenance Manuals, Paperwork Policies and Procedures.
  • Evaluate and approve all billable man-hours, materials and subcontracted work.
  • Approve material purchases in excess of established limits per the contract.  
  • Provide warranty recovery / documentation when required.
  • Provide onsite support between the Vendor and United Technical Operations departments.
  • Execute daily monitoring of all aircraft in check with attention to United's standards of Quality, Span, and Cost.
  • Supervise daily input of non-routine and routine data into the United Data Management System (DMS) database.
  • When ETR changes are necessary, review with the Vendor all requirements to meet the new ETR. 
  • Ensure that the Vendor has an updated flow chart clearly showing a recovery plan. 
  • Assist United QC with the audit of closed paperwork for accurate and complete entries and perform final area inspections when necessary.
  • Verify all maintenance accountability items are closed.   
  • Prepare a post check audit report to clearly identify issues that occurred during the check process that require further investigation or action to improve further checks.
  • Upon release of the aircraft from check coordinate and conduct the post check audit meeting with the supplier. 
  • Make follow up assignments where improvements can be made and ensure corrective actions have taken place.
  • In the event that a United QC Program Manager is not available on-site, the Maintenance Program Manager will assume the QC duties as called out in the GMM.
Education
  • High School Diploma required
  • Associate/Bachelor's Degree preferred
Certification
  • Airframe and Powerplant License required
Experience
  • 10 years aircraft maintenance experience required 
  • Maintenance supervisory experience preferred
  • Continuous improvement training or experience preferred
Other
  • Must be legally authorized to work in the United States for any employer without sponsorship
  • Successful completion of interview required to meet job qualifications
