EEO/AA Compliance Review Manager

The individual will act as the primary liaison between Cargill and the U.S. Department of Labor Office of Contract Compliance Programs (OFCCP). The individual in this position will provide expertise and thought leadership in AA/EEO to ensure compliance with the Federal Affirmative Action and OFCCP laws and regulations.
Principal Accountabilities:
40% Government Compliance
- Act as primary liaison for Cargill with the U.S. Department of Labor OFCCP. This includes regularly interfacing with government compliance officers and directors and actively managing U.S Department of Labor OFCCP audits for all U.S. Cargill locations ( both managing an audit caseload and overseeing a team who manages audits)
- Providing expert thought leadership and strategies to mitigate OFCCP audit risk. Must translate compliance requirements into processes and activities that meet the business needs
- Act as primary interface with key internal stakeholder on OFCCP audit issues, including Business Unit Leaders, Business Unit HR Leaders, senior attorneys, controllers, and corporate affairs leaders
- Provide expertise on affirmative action programs (AAP) and actively participate in developing proactive AAP strategies and conducting AAP reviews and delivering training as needed
- Develop and facilitate training on EEO laws and regulations, government compliance, and business unit specific compliance training requests
- Provide expertise in areas related to OFCCP audits including compensation and adverse impact analysis
- Monitor legislative and regulatory environment to anticipate implications for Cargill and to proactively ensure compliance and mitigate risk. Partner with ER Compliance Operations Lead to lead initiatives on regulatory and legislative compliance
- Provide pro-active expertise to BUs/Functions in EEO/AA compliance activities
20% Manage Compliance Review Team
- Responsible for identifying, assessing, calibrating, developing, placing and deploying talent within the ER Audit team
- Coaches individuals and builds strong capabilities in the audit team
- Ensures HR talent development and and HR pipeline of talent for the company
- Champions diversity and inclusion within the business; leads diversity strategies for the business.
20% Thought Leader
- Provide subject matter expertise and thought leadership to Cargill Platforms, businesses
15% Active Leader on the NA Employee Relations Leadership Team
- Participate in strategy development and deployment in a high risk/high complexity environment
- Collaborate to develop cohesive policy/practices/tools across all North America locations
- Drive continuous improvement and an ongoing focus to streamline compliance activities
- Participate in budget activities, team development, and other leadership team activities

Required:
- Bachelor’s Degree from accredited University
- Minimum 10 years exempt level HR experience or equivalent, including 4 years experience in managing OFCCP audits
Preferred:
- Thorough knowledge of applicable federal, state, and local laws, codes, and regulations and current Equal Employment Opportunity and Affirmative Action regulations
- Thorough knowledge of principles and procedures of record keeping and reporting; working knowledge of statistics and how to apply/interpret statistics and trends
- Strong leadership ability to effectively lead, develop and manage team
- Ability to drive results, accountability and use good judgment, problem-solving and tactical thinking
- Ability to influence through the effective use, analysis and presentation of relevant statistical data
- Ability to form business partnerships, manage effective internal and external communications, influence others, and demonstrate effective interpersonal skills
- Ability to travel approximately up to 40% of the time and occasionally work a flexible schedule
- Demonstrated ability to effectively communicate both in writing and verbally at all levels of the organization
- Demonstrated ability to coach multiple levels of management including senior executives
- High level of tact and sensitivity to manage audits with senior government officials
- Demonstrated experience in managing/juggling multiple priorities simultaneously
- Effective presentation and facilitation skills
- Demonstrated ability to handle highly confidential information
