Within the Office of the Undersecretary of Defense for Acquisition, Technology, and Logistics (OUSD(AT&L)) and the Office of the Assistant Secretary of Defense for Research and Engineering (OASD(R&E)), the Deputy Assistant Secretary of Defense for Systems Engineering’s (DASD(SE)) mission is to “develop and grow the Systems Engineering capability of the Department of Defense – through engineering policy….” In 2013, M&SCO mission, roles and responsibilities evolved toward providing customers with increased technical expertise in models, modeling, simulations, and strategic integration tasks; planning, preparation, execution and administrative support to M&S SC meetings and conferences; policy development, interpretation, and implementation; public relations and outreach; and research and analysis of models, modeling, and simulations topics to support the DoD Communities. M&SCO will rely on a contractor(s) to provide technical expertise in modeling, simulation, and related strategic initiatives to improve the state of the practice within the DoD in accordance with M&SCO mission. In addition contractors provide technical expertise in support of the application of modeling and simulation and coordination of JCIDS related activities in support of the SE priorities. Specific position duties are: 1. Serve as focal point for DoD M&S standards 2. Coordinate Lead Standardization Activity for M&S Standards & Methodologies (LSA – MSSM) activities 3. Liaison with AT&L’s Defense Standardization Program Office (DSPO) 4. Represent M&S in Joint Enterprise Steering Committee (JESC) (IT & Intelligence Community standards) activities 5. Support M&S Technical Working Group 6. Coordinate US response to NATO Standards activities 7. Represent DoD M&S Community interests in Simulation Interoperability Standards Organization (SISO) activities 8. Conduct research, analysis, and advocacy in support of DoD M&S standards 9. Define standards-related issues to be addressed in studies
Minimum 10 years of experience in the technical discipline of modeling and simulation. (2) Bachelor’s Degree required, in an engineering discipline. (3) Familiarity with both Defense and non-Defense (e.g., IEEE) standards development processes in formal standards bodies desired (4) Experience working in M&S development and use desired. (5) Military experience and functional designation in M&S desired.(6) Must demonstrate experience in planning, briefing and coordinating senior-level technical reviews, panels, or similar meetings with diverse participates.
